The City of Roswell is preparing to open Resident & Business Services, a new one-stop, concierge-style physical location on the ground floor of City Hall (38 Hill Street). Designed to centralize multiple City services in one welcoming, user-friendly location—making it easier and more efficient for residents, businesses, and contractors to get the help they need in one place.
This initiative supports Mayor Kurt Wilson’s Top Priority: Improving the Resident and Business Experience to life by modernizing how the community interacts with City Hall. By consolidating multiple services into one accessible, concierge-style location, the City is creating a clearer, more streamlined experience for residents, businesses, and contractors. It also advances Roswell’s Strategic Imperative: Service Excellence, ensuring consistent, high-quality service across in-person, online, and phone channels—reflecting Roswell’s commitment to efficiency, accountability, and community-centered service.

What You’ll Find at Resident & Business Services
At the heart of the Resident and Business Services is a concierge-style desk, where staff will greet visitors, direct requests, and offer step-by-step support, all from one accessible location on the ground floor of City Hall.

- Utility Billing & Payments — Pay bills in person or through supported digital options.
- Sanitation & Recycling — Request garbage, sanitation, recycling, and yard waste services.

Services for Businesses & Contractors
The new Permitting & Licensing HUB will provide a faster, easier way for businesses and contractors to submit and manage permits, plans, and licenses online. Through the HUB, users can:
- Submit permit, plan, and license applications.
- Track application status in real time.
- Receive invoices and pay securely online.
- Access design plan comments (when applicable).
- Download approved permits directly from their dashboard to begin work.
- Schedule and pay for inspections online.
- Receive licenses and certificates of occupancy digitally.

How the Project Came About
This initiative is the result of years of planning to improve the community’s experience at City Hall. In April 2025, Mayor & Council approved a contract with Crown Service Contractors for $1,240,952, with an additional $177,000 set aside for unforeseen conditions, bringing the total authorization to $1,417,952. Funding came from the City’s Capital Improvement Project (CIP) Fund.
The project involved remodeling approximately 8,500 square feet of City Hall’s ground floor, including areas formerly occupied by Planning & Zoning and IT. Key upgrades include:
- A renovated entrance and lobby experience.
- Dedicated parking with handicap accessibility.
- A one-level floor plan to simplify navigation and meetings with City staff.
- Design improvements emphasizing natural light, sustainable materials, and ADA-accessibility.
