The City of Roswell is taking the next step in its long-term plan to modernize Crabapple Center, a 20-acre community facility that continues to play a growing role in the City’s recreation and cultural landscape.
On October 28, 2025, Roswell City Council approved a $2.4 million contract authorization with The Garland Company, with a total project budget of $2.65 million, to replace sections of the facility’s aging roof (see satellite image). The work is funded entirely through the 2022 Recreation & Parks Bond Program, ensuring no impact to the City’s General Fund.
As our Recreation and Parks programs continue to grow, we’re investing in spaces that can grow with them,” said Mayor Kurt Wilson. “Crabapple Center is a great example of how we’re strengthening our park system, not just maintaining buildings, but reimagining them to serve the next generation of Roswell residents.
Why the Roof Replacement Matters
Crabapple Center has quickly become an important link in Roswell’s network of recreation facilities. Over the past four years, the City has seen a 21% increase in gymnastics participation and an 80% rise in performing arts enrollment, a clear reflection of community demand for accessible, high-quality programs.
To support that growth, the City conducted several independent assessments of the building’s structure following its 2024 acquisition. The studies revealed more than 100 active leaks, over 8,700 square feet of saturated insulation, and significant water intrusion across the 127,000-square-foot roof system.
“This project is one of several key steps to support many of our growing programs such as gymnastics, athletics, and performing arts,” said Steven Malone, Director of Recreation, Parks, Historic, and Cultural Affairs Department. “We’ve seen tremendous growth across these program areas, and it’s our responsibility to make sure our facilities keep pace.”
Key improvements include:
- Elimination of leaks and prevention of future water intrusion.
- Enhanced energy efficiency through upgraded insulation and reflective surfacing.
- Improved drainage performance and reduced maintenance costs.
- Long-term protection for future interior renovations.
Procurement was completed through OMNIA Partners Contract #PW1925, ensuring competitive pricing and compliance with the City’s bond program.
Assessment Findings
In the satellite image of the roof below, the red squares and rectangles represent old/temporary repairs on the roof along with leak locations. The red circles represent leaks found on the inside of the facility.

Construction Timeline
Construction is expected to begin in early 2026 and finish by Spring 2026, aligning with the installation of new outdoor pickleball courts on the property. Once complete, the newly sealed and modernized roof will safeguard the building and prepare it for its next chapter of programming and community use.
