Along with the City’s new Public Safety Headquarters, the new E911 Center represents the City’s approach to modernizing Roswell’s public safety network to meet the needs of a growing and dynamic community.

During the Mayor and City Council Meeting on Tuesday, October 14, 2025, the Roswell City Council approved awarding a contract to Reeves Young for the construction of the City’s new E911 Call Center at 11261 Alpharetta Highway, formerly the Sharp Shooters USA property.

The new E911 Call Center will serve as the backbone of Roswell’s emergency response network, providing state-of-the-art infrastructure to connect residents quickly with first responders. The facility will replace the City’s existing 911 center at 39 Hill Street with a modern, resilient hub for emergency coordination.

“Public safety is the first and most important obligation of government,” said Mayor Kurt Wilson. “This new E911 Call Center, along with our new Public Safety Headquarters at 1080 Holcomb Bridge Road, demonstrates how Roswell is investing strategically and responsibly to protect our community for generations to come.”

Together, the E911 Call Center and the Public Safety Headquarters at 1080 Holcomb Bridge Road sit at the heart of Roswell’s public safety efforts, serving as two central facilities that will enhance coordination, communication, and emergency response citywide.

About the New E911 Call Center

The E911 Call Center project represents a key milestone in the City’s 2022 voter-approved Public Safety Bond Program. The facility, originally constructed in 2011 and purchased by the City for $5.9 million in March 2024, will be adapted to house the City’s emergency communications operations while maintaining the existing shooting range on site.

Reeves Young, working alongside design partner Hussey Gay Bell, will deliver the project through a Construction Manager at Risk (CMAR) method—ensuring collaboration, cost control, and accountability throughout design and construction. The total project construction budget is $4.69 million, including $3.9 million for construction and additional allocations for contingencies, administration, materials testing, and fencing.

A critical design feature of the new E911 facility is its compliance with Category 4 building standards, the highest level of structural resilience required for emergency operations centers. This ensures the facility remains fully self-sustaining during natural disasters, with reinforced construction, redundant communication systems, and backup power that allow continuous operation under any conditions.

Construction is scheduled to begin in October 2025, with completion and occupancy targeted for March 31, 2026.

Saving Taxpayer Dollars Through Smart Decisions

One of the greatest achievements of Roswell’s public safety initiative has been its strategic repurposing of existing buildings rather than constructing entirely new facilities. Early estimates for a new public safety complex housing police, fire, and 911 operations reached as high as $50–$60 million. Instead, through the acquisition and renovation of 1080 Holcomb Bridge Road (for the Public Safety Headquarters) and the Sharp Shooters property (for the E911 Center), the City will deliver both projects while saving taxpayers tens of millions of dollars.

A Broader Commitment to Public Safety

The E911 project is one of several major initiatives funded by the 2022 Public Safety Bond, which is transforming how Roswell protects its residents. Key components include:

  • Public Safety Headquarters at 1080 Holcomb Bridge Road – Now home to the Roswell Police Department and soon the Fire Department, this facility centralizes key operations and reduces emergency response times.
  • Evidence and Support Facilities – A new evidence building, motor barn, K-9 unit, and fitness/training areas are under development to enhance public safety operations.
  • Fire Station Improvements – New and upgraded fire stations, including Fire Station #27, are expanding coverage and modernizing facilities.
  • Traffic Signal Preemption Systems – This technology allows emergency vehicles to control traffic lights, cutting response times and improving safety for both first responders and the community.

Together, these projects are modernizing Roswell’s public safety network, improving coordination between departments, and ensuring the City continues to meet the needs of a growing and dynamic community—while maintaining fiscal responsibility and transparency.
