The City of Roswell has taken another major step in strengthening local economic development and expanding high-quality lodging options by advancing its recently enacted Roswell Development Finance Program (RDFP), a program modeled on the state-authorized Commercial Property Assessed Conservation, Energy and Resiliency (C-PACER) framework.
During their meeting on Monday, Nov. 24, the City Council approved a resolution authorizing the City Administrator to execute documents necessary to facilitate the City’s first loan under the program with funding provided by Nuveen Green Capital, which will support the Chambray Hotel project and the City’s economic development strategy.
Established in August 2025 in partnership with the Roswell Development Authority (RDA), the RDFP is designed to support targeted commercial development, particularly new hotel projects, which have long been identified as a need within Roswell’s tourism and business ecosystem. The program provides access to long-term, fixed-rate capital for projects that incorporate energy efficiency, water conservation, and resiliency improvements, using a voluntary special tax assessment repayment structure. In doing so, the program reduces financial risk for the capital provider and developer, ultimately making projects more feasible and more likely to move forward.
“Roswell is a thriving destination for business, dining, recreation, and the arts, and additional hotel capacity is vital to supporting that growth,” said Mayor Kurt Wilson. “This financing program positions us to attract high-quality hospitality projects while ensuring no financial risk to the City or taxpayers.”

The program functions as an economic development tool with specific guidelines that allow qualified commercial projects to secure third-party capital for eligible improvements. Key features include:
- No financial liability to the City: The City’s role is administrative only, collecting and remitting special assessment payments.
- Lower cost of capital: The structure reduces risk for lenders and investors.
- Support for energy-efficient and resilient building design: Backing development that aligns with long-term sustainability goals.
- Increased competitiveness for hotel development: Filling a critical gap in Roswell’s hospitality market.
Through this mechanism, Roswell can encourage development that might otherwise be challenging to finance due to market constraints, particularly boutique hotels, which enhance tourism appeal and support surrounding business districts.
About the Hotel Project
The resolution approved on Nov. 24 supports The Hotel Chambray, a five-story, 125-room Hyatt JdV Collection hotel, which will be located at 1075 Alpharetta Street, next to the Southern Post. Developed by DSM Real Estate Partners, the project includes a restaurant, rooftop bar, event space, and other guest amenities—offering a new flagship boutique hotel experience in Roswell.

Anticipated to open in summer 2027, the project is expected to generate approximately 350 construction jobs and 30 permanent positions, while strengthening the City’s tourism sector and driving business activity throughout the Historic District.
