Mayor and Council – Regular Meeting Recap

    Mayor Mary Robichaux and City Council recognized the City’s Recreation, Parks, Historic, and Cultural Affairs staff during the presentation of a proclamation for July’s National Parks and Recreation Month.

    Mayor’s Report

    The meeting opened with three recognition items.

    Fire Chief Pabel Troche recognized graduates of the 2025 and 2026 Citizen’s Fire Academy (Mayor’s Report, Item 1), a 10-week, 30-hour program that gives residents a behind-the-scenes look at how the Roswell Fire Department (RFD) operates. Each cohort included 15 participants who gained hands-on experience with equipment and real-world training scenarios alongside RFD personnel. Graduates carry that firsthand knowledge back to their neighborhoods and civic networks, strengthening community preparedness and the partnership between the department and the residents it serves.

    The Fire Chief also presented Gwinnett County Police Lieutenant John Cleland (Mayor’s Report, Item 2) with formal recognition for rendering life-saving aid at a serious motor vehicle collision while off duty. Lieutenant Cleland, a Roswell resident, rendered immediate medical aid and used his law enforcement vehicle to stabilize the involved vehicle, enabling the safe extrication of a critically injured patient and transport to definitive care. His actions directly supported Roswell Fire Department personnel on scene.

    Finally, the Mayor read a proclamation designating July 2026 as National Parks and Recreation Month (Mayor’s Report, Item 3). The U.S. House of Representatives designated July in recognition of the role parks and recreation services play in enhancing residents’ quality of life, health, wellness, and community engagement. The 2026 national theme is “The Power of Parks and Recreation.”

    The Council unanimously approved a consent agenda (Consent Agenda, Items 1-2), which included a variety of action items:

    • Minutes of the June 8, 2026, Mayor and Council meeting
    • A contract with Midwest Employers Casualty for Workers’ Compensation Reinsurance coverage at a premium of $356,056 for a two-year term, representing an approximately 15% decrease from the prior term

    Regular Agenda

    Council unanimously approved two items on the regular agenda.

    The first (Regular Agenda, Item 1) was a resolution adopting the 2026 Annual Action Plan for the Community Development Block Grant (CDBG) program. The CDBG program focuses on benefiting low- to moderate-income residents by providing resources for livable neighborhoods, economic empowerment, and decent housing.

    A central focus of the 2026 allocation is the ongoing redevelopment of an apartment complex at 199 Groveway, one of the City’s most significant affordable housing projects in decades. The original 40-unit complex was demolished because of longstanding structural concerns. In its place, the Roswell Housing Authority is constructing 102 new affordable apartments. The 2026 funds will support repayment of the City’s approximately $2 million Section 108 Loan from HUD, which is financing preconstruction and site work for the project.

    The second item (Regular Agenda, Item 2) approved a modification of zoning conditions with concurrent variances for Bowen & 92, a civic and retail development proposed at 1340 Woodstock Road. This item had been deferred from the June 8 meeting. The site will be divided into three parcels to accommodate a new City of Roswell Fire Station, retail space, and the adjacent Westminster Japanese Church site. Council also approved concurrent variances and a retaining wall of up to eight feet along the southern property line.

    City Attorney’s Report

    Council heard and voted in favor of two items from the City Attorney.

    The first (City Attorney’s Report, Item 3) approved a resolution extending the temporary emergency moratorium on new data centers in Roswell by 90 days, through September 20, 2026. The extension gives the City additional time to review and potentially update its Unified Development Code (UDC), the local ordinance governing land use and zoning, to develop standards specific to data centers, including regulations addressing their significant demands on utilities and potential environmental impacts.

    The other item (City Attorney’s Report, Item 4) approved a recommendation to go into Closure at 5:30 p.m. on Monday, July 13, 2026, ahead of the regularly scheduled meeting, for the purpose of discussing personnel, litigation and/or real estate.

    Next up for Mayor and Council will be Open Forum (“Open Mic Night”) on Monday, June 29, followed by a regular Council meeting on Monday, July 13. Both meetings begin at 7 p.m. at City Hall (38 Hill Street).
