Mayor and Council – Regular Meeting Recap
Roswell’s Mayor and City Council held their first regular meeting of July on Monday night, July 13, 2026, at City Hall. View the full agenda. Agenda item numbers below correspond to items as listed on the official agenda.
Mayor’s Report
The meeting opened with several appointments and reappointments to some of the City’s Boards and Commissions. Mayor Robichaux announced the reappointment of Nate Porter to the Roswell Housing Authority (Mayor’s Report, Item 1). She then approved the reappointment of Ron Jackson to the Historic Preservation Commission (Mayor’s Report, Item 2). Tom Hamblin and Joe Zerkus were both appointed to the Design Review Board (Mayor’s Report, Items 3 & 4). Lastly, Patrick Caffrey was appointed to the Downtown Development Authority (Mayor’s Report, Item 5). Each of these individuals then took the Oath of Office to make their appointments official (Mayor’s Report, Item 6).
Consent Agenda
The Council unanimously approved a consent agenda (Consent Agenda, Items 1-2), which included a pair of action items:
- Minutes of the June 22, 2026, Mayor and Council meeting and June 29, 2026, Open Forum
- A resolution to apply for and accept an Art Project Grant from the National Endowment for the Arts (NEA) for an amount not to exceed $60,000
Regular Agenda
Council opened the regular agenda portion of the meeting with discussion of the FY 2026 mid-year budget amendment (Regular Agenda, Item 1). The budget-neutral amendment provides for approximately $1.3 million in funding for public safety priorities, school zone safety enhancements, and software upgrades at City Hall, among other initiatives. Council approved the amendment on a 4-2 vote. More information on the mid-year budget amendment can be found on RoswellConnections.com.
The next item was approval of a contract for construction and infrastructure improvements along Riverside Road (Regular Agenda, Item 2), which was approved unanimously by a 6-0 vote. The construction project, paid for with funds from TSPLOST II, will be carried out by BackBone Infrastructure at a cost of just under $9.5 million. A concurrent waterline improvement project will be funded through an intergovernmental agreement (IGA) with Fulton County at a cost of around $1.4 million.
The last item (Regular Agenda, Item 3) authorized the Mayor or City Administrator to sign an IGA with Fulton County and its participating cities for use and distribution of proceeds from the 2026 Transportation Special Purpose Local Option Sales Tax (TSPLOST). Council unanimously approved the measure, which will be contingent on a vote of the people this November.
City Attorney’s Report
The lone item in the City Attorney’s Report was a recommendation to go into Closure at 5:30 p.m. on Monday, July 27, 2026, ahead of the regularly scheduled meeting, for the purpose of discussing personnel, litigation and/or real estate (City Attorney’s Report, Item 4). That measure passed unanimously.
