The City of Roswell’s vision for a dynamic and economically vibrant downtown took another significant step forward on February 24, when Mayor Kurt Wilson and the Roswell City Council approved a Scope of Work (SOW) agreement with the Downtown Development Authority (DDA) for the Hill Street Mixed-Use Development.

The agreement formally defines the DDA’s role in supporting the Hill Street Develop including coordinating budgets, project bonding, and project analysis, as well as continuing to support the overall strategic economic development plans of the City. In return, the City will cover the DDA’s fees and costs.

Strategic Development for a Thriving Downtown

The Hill Street Mixed-Use Development will introduce approximately 80,000 square feet of commercial space, featuring office, retail, and restaurant venues. In addition, the project will include up to 143 multi-family apartments and 14 to 16 for-sale townhomes or brownstones. To enhance accessibility and accommodate the growth, the DDA in coordination with the City will take responsibility for the construction of 485 parking spaces, which will be available for both residents and visitors.

This development is designed to generate multiple revenue streams for the City through innovative financial mechanisms, including lease payments from the developer, parking revenue, and increased tax collections. The project builds upon an earlier multi-family development plan approved in 2019, but under Mayor Wilson’s leadership, a renegotiation in 2022 secured a more favorable outcome for Roswell. The new agreement significantly expands the commercial footprint while reducing residential density, ensuring this project is a strong economic driver for the City.

Key Project Enhancements:

  • Expanded Commercial Space: Increased from 10,092 square feet to approximately 80,000 square feet, accommodating office, retail, and restaurant establishments.
  • Balanced Residential Development: A maximum of 143 multi-family apartments and 14 to 16 for-sale townhomes or brownstones, with a reduced density of twenty-four units per acre compared to the originally approved 74 units per acre.
  • Strategic Parking Solutions: A total of 485 City-funded parking spaces, including 350 structured spaces and 135 surface spaces, designed to support the development and broader downtown parking needs.
