The City of Roswell officially opened its new downtown parking deck on Monday, May 4, 2026, with a ribbon-cutting ceremony at the new facility, located at 1056 Alpharetta Street (SR 9). Mayor Mary Robichaux and City officials were joined by community members, City staff, and construction partner Winter Construction to mark the milestone.

The 394-space parking deck is the largest facility the City of Roswell has built since City Hall was constructed in the early 1990s. Made possible by $20 million in bond funds approved by Roswell voters in November 2022 as part of a $179.6 million bond package, the deck represents a generational investment in the City’s downtown district at the corner of Green Street and Alpharetta Street (SR 9).

Designed with careful attention to Roswell’s character, the deck features a brick façade on all four sides, decorative parapets, tower-like corner stairwells, and large windows and openings to maximize natural light and airflow. The connector road serving the deck’s north entrance has been named Kevin Cash Memorial Drive, in memory of Roswell Firefighter Kevin Cash, who died in the line of duty on January 21, 2020.

No-Charge Parking During Green Street Construction

Also beginning May 4, the City launched construction on the Green Street Activation Plan, a project that will convert Green Street to a one-way, southbound road and add a brick-paved multi-use trail, new lighting, landscaping, and other improvements to support connectivity and safety near the new parking deck. The project requires a full closure of Green Street from Cherry Way to Alpharetta Street (Hwy. 9) for approximately six months. Green Street from Woodstock Road to Cherry Way will remain open one-way southbound.

To help maintain access to downtown during construction, the City is offering parking at no charge in the new deck for the duration of the closure. The gravel lot at 1056 Green Street, previously identified as a key employee parking option under the City’s Downtown Parking Pilot Program, is temporarily unavailable as it is needed for construction staging.

“We understand how important convenient parking is for our downtown businesses, employees, and visitors,” said Mayor Mary Robichaux. “Offering parking at no charge in the new deck during construction is our way of making sure downtown remains open and accessible throughout this process.”

The Downtown Parking Pilot Program will otherwise move forward as planned. The City will continue to implement on-street paid parking at City-managed locations and will collect data on parking usage and demand at the deck and other downtown locations to guide future decisions. The pilot runs through the end of 2026.

How to Use the Parking Deck

The deck is accessible from Alpharetta Street (Hwy. 9) via Kevin Cash Memorial Drive. During Green Street construction, there is one entrance and two exits, all located on Kevin Cash Memorial Drive.

Entering the Deck:

  • Turn onto Kevin Cash Memorial Drive from Alpharetta Street (Hwy. 9).
  • Use the entrance nearest to Green Street (under the “Parking” sign).
  • Take a ticket at the entry gate. The arm will raise automatically.
  • Hold onto your ticket. You may need it to exit.

Exiting the Deck:

  • Choose one of two exits on Kevin Cash Memorial Drive: Exit nearest to Green Street (same location as entrance), or exit nearest to Alpharetta St. (SR 9).
  •  The deck uses License Plate Reader (LPR) technology, which automatically scans your plate and opens the exit gate.
  •  If the gate does not open, scan the barcode on your ticket at the exit terminal to release the gate.

Getting to Downtown Businesses:

  • Green Street is actively under construction, but pedestrian access to local businesses remains available.
  • Follow posted pedestrian signage to safely reach downtown destinations.

Why still take a ticket? Even though parking is at no charge during construction, all users are asked to take a ticket upon entry. Ticket data helps the City collect information on parking usage and demand as part of the Downtown Parking Pilot Program. (And in the unlikely event the gate does not open upon exit, a driver can scan the barcode on their ticket to release the gate.)
